Kelly was born on July 17, 1960 in Plainview to Jimmy Loyde Bain and Lurline Adelaide (Lang) Bain. He graduated from Plainview High School in 1979.
After various jobs, Kelly went on to work for the TDCJ Wheeler Unit here in Plainview for almost 10 years. Kelly never met a stranger. He made friends wherever he went. Once you met Kelly, he considered you a friend for life.
